AI-generated Victoria communicates war news to the Ukrainians

In future, the Ministry of Foreign Affairs of Ukraine will use an artificial intelligence-powered spokesperson named Victoria Shi to communicate war news and other important messages to the Ukrainian people.
On May 1st, Victoria suddenly appeared and introduced herself as the new digital spokesperson who will provide official statements on behalf of the Ukrainian ministry.
"My name symbolizes our main goal - the Ukraine's victory, and my surname is the artificial intelligence that created me. My job will be to provide the public with timely and verified information from the Consular Department of the Ministry of Foreign Affairs of Ukraine.
I will provide journalists with news about the work of consuls to protect the rights and interests of Ukrainian citizens abroad, respond to incidents or emergencies, and other news," Victoria Shi announced.
Humans behind
Ukraine´s new spokeswoman was developed by a team known as the Game Changers who are associated with virtual-reality content related to the war in Ukraine.
Her name is Victoria Shi, which comes from the Ukrainian phrase for artificial intelligence, "shtuchniy intelekt," and the word "victory." The team designed her to represent a hopeful image that aligns with the Ukrainian spirit.

Victoria gesticulates with her hands and moves her head while speaking. However, the Foreign Ministry press office emphasizes that her statements will not be generated by AI but written and verified by humans.
The Ukrainian Foreign Minister, Dmytro Kuleba, clarifies that the AI is only used to generate the visual part while the spokesperson is created to save time and resources for diplomats.
Part of strategy
Shi’s appearance and voice are modelled on a real person, the singer and influencer Rosalie Nombre, former contestant on Ukraine’s version of the reality show The Bachelor.
To maintain authenticity and prevent misinformation, all statements made by Victoria will be accompanied by a QR code linking back to the text versions on the ministry’s official website.

The digital consular representative is part of a broader strategy to systematically implement advanced technologies using artificial intelligence in the Ministry of Foreign Affairs of Ukraine.
"Diplomacy, not only in Ukraine but globally, has always been a conservative sphere that was the last to innovate. We are changing this. Ukrainian diplomacy is now strengthening its capabilities and making this technological step forward," Minister Dmytro Kuleba adds. ●
